The older the statement is the better. Last six months statement is ideal but at least 4 months.
Generally it’s not possible to get PR while they are students. They have to finish studies, then work and then they may be eligible to apply for a PR.
There is no province that offers an easy PR process. But generally speaking, the remote or less populated the provinces are the more options there is for PR application, i.e. Any province or territories outside of Ontario, Quebec or British Columbia
Students can apply for a masters program, after successfully finishing the program there can be different options. Currently apart from Masters Graduate stream, they can also apply in Experienced class or with a job offer.
Scholarship opportunities are limited in Canada. Very limited number of institutes offer partial scholarships for students with good merit, but they are limited for small amounts, i.e. it can range from CA$1000 to $10,000 for a four year course.
However, it is possible that a student after finishing their first semester in Canada, may be eligible for applying for a number of other scholarships and more generous than the ones they could before they reach Canada.
More or less all reputable institutes offer some form of scholarship for students with outstanding merits. But scholarship opportunities are more inside Canada than from outside Canada.

Yes it does, very limited in number and for highly qualified individuals.
Tuition fees range from C$17,000 (public) to CA$28,000 (private) per year for secondary students, i.e. Grade 1 to 12.
Tuition fees range from C$12,000 to CA$18,000 (in Colleges) and from C$16,000 to CA$36,000 (in Universities) per year for Undergraduate and Postgraduate students, i.e., Diploma, Advanced Diploma, Bachelors’ Degree, Masters, Postgraduate Diploma etc.
Please read your letter of acceptance carefully to find out how much and how to make payment, it should be in your offer letter. Also do not forget to read the refund policy to make sure you understand if and when you are eligible for refund. Each school has their difference policy and terms for payment and refund.
Generally, most schools will only issue refunds if a visa is rejected, subject to some administrative fee.
As for payment, you can contact your local bank to find out how they can help with your payment.
Please read your letter of acceptance carefully to find out if there are special instructions for that. General rule of thumb is, if you submitted your visa application late OR your visa processing is taking more than usual time, the visa office may reach out with a request to defer your semester or provide them with a new letter of acceptance with an updated semester start date.
In case you haven’t been contacted by the visa office, you may contact the school, let them know and request a new offer letter with a new start date. Once you receive the new letter of acceptance you can update the visa office OR choose to wait till you get a request from them. Please keep in mind, depending on the situation, school may request you a new application processing fee.
